Canna Legal-Cannabis Practice Group of Beck Law, P.C.
Since 1975, Dan Beck has been representing cannabis operators in criminal defense cases. After Californian voters legalized medical marijuana, Beck Law shifted to helping clients build operations that would provide a defense to state prosecution. In 2009, Beck Law expanded the cannabis practice with the addition of paralegal Jolene Strange. As California enacted additional laws for cannabis operators, Beck law expanded to provide a full-service cannabis compliance division, recently adding attorney Julie Mercer-Ingram and launching the cannabis specific practice area, Canna Legal.
As opportunities expand and the industry develops, one thing remains true – Canna Legal is rooted in the community. With a rich legacy of serving cannabis operators, Canna Legal provides the highest caliber of service for all our clients. From establishing business entities to complying with state laws, we provide a full spectrum of services to help build your business. Focusing on Northern California, and based in Sonoma County, team Canna Legal has worked diligently to inform and participate in the development of local cannabis policy as well as state law making.

When the future of your cannabis business is at stake, you need representation that’s as dedicated as you are. Our skilled, highly-focused team guides clients through California’s maze of regulations, staying up-to-the-minute on the evolving policies of the state and its 58 counties.
Cultivators, manufacturers, distributors and retailers alike turn to us for premiere level counsel. Whether you need help forming a start-up or seek contract and regulatory guidance for an already thriving company, we have the tools and experience to ensure you can move forward with confidence.
For decades, progress, justice, and the growth of the industry has been our passion. That’s why we continue to work with governing agencies and industry leaders to improve the regulatory environment for California cannabis.
We help companies find the alignment between what they want to do and what they can do in the early stages of their businesses’ life cycle. At the beginning of our partnership, we assess how our clients are positioned, where they want to be, and how we can help them get there.

NorCal Cannabis Company
NorCal Cannabis Company functions as a holding company with assets ranging from production to retail. The founding team leverages over two decades of cultivation expertise and business acumen to execute a vertical integration strategy that optimizes the balance between production efficiency and retail reach. By analyzing the company’s existing engagements with licensed distributors and retailers throughout the state, NorCal Cannabis Company plans to integrate a diverse range of industry segments with fresh insights into the underlying economics of California cannabis.
With the passage of Proposition 64 providing a more stable environment for scale, we’ve since deployed the next phase of our build, buy or collaborate strategy by rolling up assets that focus on processing, branding, and retail management. As leaders in the largest cannabis marketplace in the world (estimated at $5 billion in 2019), we know that a well-capitalized and informed approach to the future industry offers a unique opportunity – one that may offer the chance to experience the same explosive growth witnessed by early pioneers of alcohol at the end of prohibition.
As a company, we work to facilitate the maturation and evolution of a Californian cash crop that already exceeds the production value of grapes, almonds and strawberries. We are the NorCal Cannabis Company, and we stand rooted amongst giants.

Jamie Garzot Kerr has dynamic contacts within the cannabis industry and with governing bodies.
Jamie served as Chair of Shasta Lake’s Planning Commission from early 2013 through the bulk of the 2016 calendar year. Jamie has also served on the Board of Directors for the Shasta Lake Chamber of Commerce. 530 Collective, Jamie’s dispensary, has been a member of the Chamber since 2009. In 2014, Jamie spearheaded a ballot initiative – Shasta Lake’s Measure C – designed to tax the gross revenue of the city’s cannabis dispensaries. This tax currently generates over $400,000 annually for the city’s general fund.
In November 2015, Jamie was asked to participate in a fact-finding trip to Denver, Colorado where she met with several state agencies and state regulators.
In 2016, Jamie shifted her focus from the legislative process to local government and community outreach, focusing on MCRSA education and implementation in cities and counties throughout northern California. In March 2016, Jamie traveled to Washington D.C. where she met with six congressional offices to discuss one of the biggest challenges the cannabis industry faces: banking.
Jamie is widely respected by industry professionals. 530 Collective Corporation has been a member of the California Cannabis Industry Association since 2013. From 2014 to 2015, Jamie served as CCIA’s Board of Directors.
In 2015, 530 Collective Corporation became a founding member of the California Growers Association. Throughout the 2015 legislative session serving as CGA’s Chief Policy Advisor, Jamie logged 1,000+ volunteer hours working in active support of responsible cannabis regulation. She was directly engaged on each of the three bills—AB243, AB266, SB643—which now make up the Medical Cannabis Regulation and Safety Act.
